Responsibilities

ด้านการจัดการองค์ความรู้ที่เกี่ยวข้องกับข้อมูลสิ่งแวดล้อมและการบริหารจัดการภายในโครงการ

  • จัดทำระบบคลังความรู้ภายในโครงการ Envi Link โดยประกอบด้วยมาตรฐานขั้นตอนปฏิบัติงาน (Standard Operating Procedure: SOP) ภายในโครงการ องค์ความรู้จากทุกกลุ่มงานภายในโครงการ และคู่มือการใช้งานเครื่องมือที่จำเป็นสำหรับการดำเนินงาน ซึ่งให้คำนึงถึงหลักการเข้าถึงง่าย (Accessibility) ต่อผู้ใช้ที่เกี่ยวข้องทุกคน ทั้งนี้อาจรวมถึงผู้ที่มีส่วนเกี่ยวข้องภายนอกด้วยในบางกรณี
  • จัดทำระบบอัตโนมัติ/เครื่องมือแม่แบบของกิจกรรมที่เป็นงานประจำ (Routine tasks) โดยโครงการ Envi Link จะเป็นผู้พิจารณาร่วมกันถึงกิจกรรมที่เป็นงานประจำ ซึ่งให้การออกแบบระบบอัตโนมัติหรือเครื่องมือแม่แบบของกิจกรรมให้สามารถดำเนินกิจกรรมได้รวดเร็วและขยายผลได้เพื่อนำไปใช้ถ่ายทอดให้กับสถาบันและหน่วยงานของรัฐอื่น
  • เสนอระบบที่เป็นประโยชน์ในการบริหารราชการแผ่นดินด้านทรัพยากรธรรมชาติและสิ่งแวดล้อมให้รัฐบาล โดยเสนอให้กับโครงการ Envi Link และพัฒนาระบบเพื่ออำนวยความสะดวกให้กับรัฐบาล ซึ่งมีผลกระทบทางเศรษฐกิจ สังคม และสิ่งแวดล้อมที่ดี เพื่อตอบสนองยุทธศาสตร์ชาติและแผนระดับชาติตามมติคณะรัฐมนตรีวันที่ ๔ ธันวาคม ๒๕๖๐

ด้านการสนับสนุนงานกลุ่มงานวิเคราะห์นโยบายและแผนของโครงการ

  • พัฒนาระบบอำนวยความสะดวกในการวิเคราะห์นโยบายและแผน โดยเน้นไปที่การบูรณาการการทำงานร่วมกันระหว่างหน่วยงานของรัฐและเอกชน ซึ่งคำนึงถึงกฎหมาย แผนและยุทธศาสตร์ งบประมาณ และอัตรากำลังของหน่วยงานต่าง ๆ รวมถึงข้อมูลและความพร้อมที่เกี่ยวข้องในการบูรณาการข้อมูลเพื่อใช้ประโยชน์เชิงนโยบาย
  • พัฒนาระบบอำนวยความสะดวกในการติดตามและประเมินผลของโครงการ โดยทำงานร่วมกับผู้จัดการโครงการ เจ้าหน้าที่ติดตามและประเมินผลเพื่อทำระบบติดตามและประเมินผลให้สอดคล้องกับตัวชี้วัดสมรรถนะหลักของโครงการที่เสนอตามกฎหมายว่าด้วยงบประมาณประจำปีและแหล่งทุนอื่นที่เกี่ยวข้อง
  • พิจารณาความสอดคล้องของแผน มาตรฐานขั้นตอนการดำเนินงาน และแพลตฟอร์มที่โครงการออกแบบในเชิงเทคนิคด้านองค์ความรู้ โดยจัดทำข้อเสนอแนะเพื่อให้กลุ่มงานวิเคราะห์นโยบายและแผนของโครงการจัดทำรายงานการติดตามและประเมินผลหรือสิ่งส่งมอบอื่นให้โครงการเพื่อพัฒนาระบบบริหารจัดการของโครงการต่อไป

ด้านการประสานงานกับกลุ่มงานโครงสร้างพื้นฐานข้อมูลของโครงการ

  • จัดทำแนวทางในการนำระบบขึ้นในโครงการ โดยสอดคล้องกับแนวนโยบายเทคโนโลยีสารสนเทศ ธรรมาภิบาลข้อมูลและผลิตภัณฑ์ของโครงการ ผ่านการประสานงานกับหัวหน้ากลุ่มงานโครงสร้างพื้นฐานข้อมูลของโครงการ

ปรับปรุงผลิตภัณฑ์ตามรอบการประเมินความปลอดภัยไซเบอร์ของโครงการ โดยปรับปรุงตามข้อควรปรับปรุงจากการทดสอบเจาะระบบและการทวนสอบระบบเทคโนโลยีสารสนเทศที่เกี่ยวข้อง

Qualifications

  1. เป็นผู้ที่จบการศึกษาระดับปริญญาตรีในสาขาวิทยาศาสตร์คอมพิวเตอร์ วิศวกรรมคอมพิวเตอร์ เทคโนโลยีสารสนเทศ หรือสาขาอี่นที่เกี่ยวข้อง
  2. มีประสบการณ์ในการทำงานที่เกี่ยวข้องกับการพัฒนาระบบซอฟต์แวร์หรืองานด้านเทคโนโลยีสารสนเทศอย่างน้อย ๒ ปี
  3. สามารถปฏิบัติงานให้กับสถาบันข้อมูลขนาดใหญ่ (องค์การมหาชน) ได้อย่างน้อย ๒๐ ชั่วโมงต่อสัปดาห์
  4. มีความสนใจในการนำระบบอัตโนมัติ (automation system) ในการเพิ่มประสิทธิภาพในการปฏิบัติงาน
  5. มีความเข้าใจในกระบวนการจัดทำนโยบายสาธารณะ
  6. มีความเข้าใจกระบวนการจัดทำโครงการข้อมูลขนาดใหญ่เพื่อตอบสนองภาระงานด้านนโยบายสาธารณะ

พิจารณาเป็นพิเศษ

  1. มีประสบการณ์ที่เกี่ยวข้อง (ได้ทั้งประสบการณ์ทำงานและประสบการณ์ส่วนตัว) ในกระบวนการจัดทำนโยบายสาธารณะ
  2. มีความสนใจในหัวข้อวิจัยที่เกี่ยวกับอย่างหนึ่งอย่างใดดังต่อไปนี้
  • การปฏิรูประบบราชการ
  • การนำระบบอัตโนมัติในการบริหารราชการแผ่นดิน
  • รัฐดิจิทัล
  • ระบบบริหารงานคุณภาพและระบบบริหารจัดการองค์กรที่เกี่ยวข้อง เช่น Agile Management, Toyota Production System
  • งานบรรณารักษศาสตร์และจดหมายเหตุ
