Overview

โครงการแพลตฟอร์มข้อมูลเมืองระดับจังหวัด (Provincial Data Platform: PD Link) เป็นโครงการของสถาบันข้อมูลขนาดใหญ่ (องค์การมหาชน) หรือ BDI ที่มุ่งพัฒนาแพลตฟอร์มเพื่อบูรณาการ เชื่อมโยง และวิเคราะห์ข้อมูลจากหน่วยงานต่าง ๆ ในระดับจังหวัด เพื่อสนับสนุนการวางแผน การบริหารจัดการ และการตัดสินใจบนพื้นฐานของข้อมูล (Data-Driven Decision Making) ให้สอดคล้องกับความต้องการของแต่ละพื้นที่

ตำแหน่ง Assistant Project Manager (APM) มีบทบาทในการสนับสนุนการบริหารและกำกับดูแลการพัฒนาระบบด้านเทคนิค ตั้งแต่การวิเคราะห์ความต้องการ ออกแบบสถาปัตยกรรมระบบและข้อมูล ประสานงานทีมพัฒนาและผู้เกี่ยวข้อง ตลอดจนติดตามคุณภาพและการส่งมอบระบบ เพื่อให้การดำเนินโครงการบรรลุเป้าหมายอย่างมีประสิทธิภาพ

Responsibilities

  1. การบริหารและติดตามโครงการด้านเทคนิค: วางแผน บริหารจัดการ กำกับและติดตามการดำเนินงานด้านเทคนิคของทีมพัฒนา ผู้รับจ้าง และที่ปรึกษา รวมถึงบริหารความเสี่ยงและปัญหาที่อาจส่งผลต่อความสำเร็จของโครงการ
  2. การวิเคราะห์ความต้องการและออกแบบระบบ: วิเคราะห์ความต้องการของผู้ใช้งานและข้อกำหนดของโครงการ เพื่อกำหนด Technical Requirements ตลอดจนวิเคราะห์ ออกแบบ และให้ข้อเสนอแนะด้าน System Architecture, Data Architecture และ System & Data Integration
  3. การให้คำปรึกษาและกำหนดแนวทางทางเทคนิค: ให้คำปรึกษาแก่ทีมงาน พิจารณาความเหมาะสมของเทคโนโลยี เครื่องมือ และแนวทางการพัฒนาระบบให้สอดคล้องกับมาตรฐาน ข้อกำหนด และบริบทของโครงการ รวมถึงมีส่วนร่วมในการร่างเอกสารที่เกี่ยวข้องในโครงการ เช่น TOR
  4. การควบคุมคุณภาพและตรวจสอบสิ่งส่งมอบ: กำกับดูแลคุณภาพการพัฒนาระบบ วางแผนและติดตามการทดสอบ รวมถึงตรวจสอบความครบถ้วน ถูกต้อง และคุณภาพของระบบ เอกสารออกแบบ Source Code และสิ่งส่งมอบด้านเทคนิค
  5. การประสานงานและรายงานผล: ประสานงานร่วมกับผู้จัดการโครงการ ทีมงานด้านธุรกิจ ทีมพัฒนา ผู้รับจ้าง และหน่วยงานที่เกี่ยวข้อง รวมถึงจัดทำรายงานความก้าวหน้า สถานะการพัฒนาระบบ ปัญหา ความเสี่ยง และข้อเสนอแนะเพื่อสนับสนุนการตัดสินใจ
  6. งานอื่นที่ได้รับมอบหมาย: ปฏิบัติงานอื่น ๆ ที่เกี่ยวข้องตามที่ได้รับมอบหมาย เพื่อสนับสนุนการดำเนินงานของโครงการให้บรรลุเป้าหมาย

Qualifications

  1. วุฒิการศึกษาระดับปริญญาตรีขึ้นไป สาขาวิศวกรรมคอมพิวเตอร์ วิทยาการคอมพิวเตอร์ เทคโนโลยีสารสนเทศ วิศวกรรมซอฟต์แวร์ หรือสาขาอื่นที่เกี่ยวข้อง (GPA 2.75 ขึ้นไป)
  2. มีความรู้พื้นฐานและเข้าใจกระบวนการด้านวิทยาศาสตร์ข้อมูลและเทคโนโลยีปัญญาประดิษฐ์ เช่น Machine Learning, Artificial Intelligence, Data Structure, Algorithms, Statistics เป็นต้น
  3. มีความรู้ ความเข้าใจในการเขียนโปรแกรมด้วยภาษาคอมพิวเตอร์ เช่น Python และ SQL
  4. มีความรู้ ความเข้าใจในการออกแบบและพัฒนาแดชบอร์ดด้วยเครื่องมือด้าน Business Intelligence เช่น Power BI, Tableau และ/หรือ Looker Studio
  5. มีความรู้ความเข้าใจเกี่ยวกับกระบวนการบริหารโครงการด้านเทคโนโลยีสารสนเทศ และกระบวนการพัฒนาระบบ (Software Development Life Cycle: SDLC) เช่น Agile, Scrum หรือ Waterfall
  6. มีความรู้และความเข้าใจในการวิเคราะห์และออกแบบสถาปัตยกรรมระบบ (System Architecture) การออกแบบระบบซอฟต์แวร์ และการเชื่อมโยงระบบผ่าน API หรือเทคโนโลยีที่เกี่ยวข้อง
  7. มีความรู้ความเข้าใจเกี่ยวกับระบบจัดการและประมวลผลข้อมูล เช่น Database, Data Warehouse, Data Lake, Data Pipeline และระบบเชื่อมโยงข้อมูล (Data Integration)
  8. มีความรู้พื้นฐานเกี่ยวกับเทคโนโลยีด้าน Cloud Computing, Infrastructure, Network และ Information Security
  9. มีความเข้าใจเกี่ยวกับกระบวนการพัฒนา ทดสอบ และนำระบบขึ้นใช้งานจริง รวมถึงแนวทางการควบคุมคุณภาพของระบบสารสนเทศ
  10. มีทักษะในการวางแผน บริหารจัดการ ติดตามความก้าวหน้า และประเมินความเสี่ยงของโครงการ รวมถึงสามารถใช้โปรแกรมในการบริหารติดตามงานได้อย่างเป็นระบบ
  11. มีทักษะในการวิเคราะห์ปัญหา ประเมินทางเลือก และเสนอแนวทางแก้ไขปัญหาทางเทคนิค
  12. มีทักษะการสื่อสาร การประสานงาน และการทำงานร่วมกับบุคลากรที่มีความเชี่ยวชาญหลากหลาย ทั้งด้านธุรกิจและด้านเทคนิค รวมถึงสามารถถ่ายทอดประเด็นทางเทคนิคให้ผู้ที่ไม่ใช่ผู้เชี่ยวชาญเข้าใจได้
  13. ภาวะผู้นำ ความรับผิดชอบ ความละเอียดรอบคอบ สามารถจัดลำดับความสำคัญของงาน และบริหารจัดการงานหลายส่วนพร้อมกันได้อย่างเป็นระบบ

Preferred Qualifications

  1. มีประสบการณ์ในสายงานอย่างน้อย 3 ปีขึ้นไป
  2. มีประสบการณ์ในการออกแบบ พัฒนา หรือบูรณาการระบบสารสนเทศและแพลตฟอร์มข้อมูลที่เชื่อมโยงข้อมูลจากหลายหน่วยงาน โดยเฉพาะหน่วยงานภาครัฐระดับจังหวัดและท้องถิ่น
  3. มีประสบการณ์หรือความรู้ความเข้าใจเกี่ยวกับข้อมูลเชิงพื้นที่ (Geospatial Data) ข้อมูลระดับจังหวัดหรือท้องถิ่น และการนำข้อมูลไปใช้ประโยชน์เพื่อสนับสนุนการบริหารจัดการและพัฒนาพื้นที่
  4. มีประสบการณ์หรือมีความเข้าใจในกระบวนการของหน่วยงานภาครัฐเป็นอย่างดี เช่น กระบวนการจัดซื้อจัดจ้างภาครัฐ
